Requirements for the Issuance of the Consular Passport

1. Be a Paraguayan citizen by birth.
2. Apply in person.
3. Have a Paraguayan ID card.
4. Present expired passport.
5. Fill and sign the Application Form.
6. Not have an arrest warrant pending in Paraguay.
7. Pay the consular fee of US$ 55.00 (Paragraphs 66 and 79 of Law 4033/2010), in cash. No personal checks.

Note: Starting April 1, 2010, in order to comply with Document 9303 of the International Civil Aviation Organization (ICOA) regarding machine readable official travel document, consular passports are issued by the Ministry of Foreign Affairs in Asuncion and then sent to the Embassy to be handed to the applicant. Consular passports are valid for five years and they are not renewable.

Issuance of travel document

The Consular Section issues travel documents to Paraguayan citizens in order to facilitate their return to the country, in case their passports were lost, destroyed, stolen or have expired. The travel document is only valid to travel to Paraguay within thirty days of the date of issuance.

To obtain a travel document, the applicant must

Bring expired Paraguayan passport or ID card. If not in possession of any of these documents, the applicant needs to provide a police report or an affidavit stating reason for not having them.

Provide a passport size photo.

Pay the consular fee of US $ 30.00, in cash. No personal checks.

Travel document for minors

Minors under the age of 18 are not allowed to apply for a travel document on their own. Parents or tutors must apply in person for it and signed the application. In case the parents are absent, either an authorization issued by the Judiciary in Paraguay or an authorization to travel signed by both parents is needed. In order to confirm identity the following documents must be presented:

Copy of passports or ID cards of both parents.

Copy of the birth certificate of the minor.

Document to prove legal custody, in case of absence of one or both parents.
